SALT LAKE BOULEVARD WIDENING PROJECT
About the Project
Salt Lake Boulevard Widening Project has been undertaken in many phases over the years. The section of the Boulevard between Puuloa Road and Ala Lilikoi Street comprised the first phase of the project. Improvements included construction of a five-lane collector road with median, curbs and gutters, sidewalks, and bikeways. Phase 2 of the project, located between Kahuapaani Street and Maluna Street, was completed in 2005 and included widening of the Boulevard from 2 lanes to 4 lanes.
The Phase 3 project encompasses the last remaining unimproved section of Salt Lake Boulevard between Phases 1 and 2 stretching from Maluna Street to Ala Lilikoi Street. It is intended to complete the overall road improvement project and finally provide multi-lanes of roadway capacity for the entire length of Salt Lake Boulevard.
Phase 3A Description:
The makai retaining walls will be constructed in the first phase as they are needed to support the widened roadway. Also, utilities that conflict with the retaining wall will be relocated.

Phase 3A does not include the addition or alteration of existing travel lanes. The improvements include makai retaining walls and grading the area located between the makai retaining walls to the existing roadway edge. A grass swale within the graded area will be provided for drainage and stormwater quality treatment. The proposed makai sidewalk will be constructed, along with the installation of makai street lighting and any essential utilities during this segment. The essential utility installations include any drainage crossings necessary to convey existing offsite drainage through the site, relocation of two 8-inch fuel lines, new 36-inch main and 8-inch main waterline installations, and various utility relocations.

Design:
Existing lanes will remain the same with one lane in each direction. The area located beyond the existing roadway on the makai side of the project corridor will include the construction of a grass swale, proposed makai sidewalk, and the installation of retaining walls along the Navy ROW boundary. The makai portion of the Maluna Street intersection will also be improved, with the reconstruction of curb ramps and curb, gutter, and sidewalk within the vicinity. Electrical, telecommunications, and cable TV lines are to remain overhead.
Future Construction:

The construction of the Phase 3B improvements which will include the remaining improvements in the original design excluded from Phase 3A will be subject to future funding. Phase 3B improvements include widening of the roadway pavement, drainage system improvements, traffic signals, various utility relocations, and mauka-side curb and gutter, sidewalk, and bikeway.
